These claims are always after the event speculation and scaremongering. sorry to spoil it for some.
What we need is a live demonstration to be provided at a future specific date and specific time arranged by the claimant.
So, please ask them where and when they will demonstrate it so we can witness it on command. We eagerly await the demonstration. As they say seeing (observation in real-time on command or initiation) is believing.
There is no argument that it is possible to induce precipitation by cloud seeding, but there are specific physical environmental requirements before seeding can be done. And even then it is impossible to guarantee that it will be successful and how to measure that success against a control.
